Long‑range planning staff said the tax amendment is intended to align DeKalb County policies and objectives with MARTA's station master plan and to strengthen coordination for future transit‑oriented development, pedestrian connections and park improvements. The Indian Creek station area has seen multiple planning efforts dating from 1976 and includes recent activity such as MARTA's $300 million state‑of‑repair work and planned pedestrian bridge improvements.
Staff and commissioners cited strong public engagement during MARTA's community workshops (more than 500 attendees across meetings) and noted Park and Recreation plans to expand Dunair Park with soccer fields and gardens linked to the Indian Creek Trail. Commissioners said aligning county planning with MARTA will support grant eligibility and next steps as MARTA advances its RFP timetable and project design work.
The amendment received unanimous support from the Community Council and the Planning Commission prior to the board vote. The county will continue coordination with MARTA on RFP timing and design, with staff noting Kensington is currently prioritized for MARTA RFP work but Indian Creek is included in the agency's near‑term planning pipeline.
