Commissioners approve $462,000 ARPA allocation to fix Combs sinkhole, authorize grant agreement

The Cameron County Commissioners Court voted May 20 to provide $462,000 from ARPA-related funds to the City of Combs to pay emergency repairs after a sinkhole formed in the city’s wastewater system following recent storms.
Mayor Silver and Combs’ city administrator described urgent infrastructure failures: what began as a roughly 4-foot-by-4-foot void expanded to nearly 400 feet, affecting manholes and deep gravity and force mains 17–18 feet below ground. City staff said the water table and flood conditions forced dewatering operations that now use about 24 well points to lower groundwater to roughly 24 feet so contractors can dig and make repairs.
County staff said the initial emergency repairs are estimated at about $462,500, with total related costs including street and fence repairs at approximately $562,500. The city had submitted an ARPA application asking for $400,000; commissioners amended that to $462,000 to cover the emergency repair estimate. County staff explained that the funds would be handled as a grant to the city and that the city would perform procurement for the work; the county’s ARPA interest earnings would supply the funding.
Commissioner Joey Lopez moved to approve the allocation from his precinct’s ARPA allotment; Commissioner Sophie Benavides seconded the motion. The court recorded the motion as carried.
County staff clarified funding and procurement mechanics: Texas Treasury guidance allowed use of ARPA interest earnings for eligible projects; TxDOT or FEMA aid could be pursued in parallel (FEMA reimbursement was discussed as a possible future recovery of costs). The county’s standard grant template would be amended to reflect the $462,000 amount and to include legal review before execution.
Mayor Silver thanked county emergency services and staff for their response during the flood and said the city will proceed with repairs to prevent further loss of the nearby Business 77 right of way.
The court then approved an agreement between Cameron County and the City of Combs for the wastewater and water infrastructure repair and sinkhole rehabilitation, subject to final legal review and standard procurement procedures.
The county recorded that the money will be delivered as a grant and that the city will manage procurement and construction under county oversight.
