Community development updates: code-enforcement citations, sign removals, and ongoing permits

Travis Moore, head of Community Development, briefed the council on recent code-enforcement and permitting work.
Moore said that since the city adopted a new highways-and-grass ordinance earlier this year and authorized code-enforcement citations, the department has issued 66 code-enforcement citations and removed about 250 snipe signs from rights of way since April. He reported 10 active abatement orders for substandard buildings and said two abatement orders were recently reversed in municipal court after property owners presented rehabilitation plans.
On development activity, Moore told the council Bayou Lake Section 5 is working on infrastructure and that Ziegler's has a preconstruction meeting scheduled and expects to begin construction after that. He said a QuickTrip site on Hughes Lane and FM 517 has an issued permit and began site work with a proposed opening date of Feb. 12, 2026. He also reported a remodel permit for a Jack in the Box is in review and a Parkview multifamily preliminary plat was approved at planning and zoning, with infrastructure permitting to follow.
Moore closed by noting code enforcement will continue to implement the recently adopted nuisance ordinance and pursue sites for abatement where necessary.
