The Baldwin County Planning and Zoning Commission took action on a series of subdivision, planned-unit development (PUD) and site-plan cases during its July 10 meeting. Commissioners approved multiple consent items and public-hearing cases; staff recommended approval on the majority with standard conditions. Below is a summary of the formal actions taken by the commission at the meeting.
Votes at a glance
- SV25-11 (subdivision variance) and PUD25-06 (County Road 55 RV Storage): Approved. Staff recommended approval after the applicant revised the site plan to meet several outlined conditions. The commission first approved the subdivision variance (motion carried) and then approved the PUD subject to staff conditions.
- PUD25-07 (Gulf Country RV Park, Patterson Road, Wilcox community): Approved with staff conditions. The commission noted utilities exist (East Central Water, on-site septic system approved by Baldwin County Health Department, EMC electric); the applicant presented that four septic fields service the 13 units and the lots would be maintained under one entity unless subdivided later.
- SC25-28 (White House Creek Estates Phase 2 — large-lot subdivision): Approved subject to staff conditions. The commission was told the smallest proposed lot is approximately 38 acres and no traffic or drainage study was required per large-lot rules.
- SPP25-14 (Estates of Pine Grove, 12-lot large-lot subdivision): Approved subject to staff conditions; staff required common drives and access restrictions consistent with highway-access policy for Pine Grove Road.
- CSP24-45 (May Brothers fireworks stand — site plan): Approved with staff conditions and an added requirement that the site plan be revised to show interconnectivity with the adjacent lot to the east for circulation and overflow parking, subject to staff approval (see separate article for details and public comment summary).
- CSP25-03 / PUD25-02 / SV25-12 (Binger Storage; Roscoe Road/Orange Beach area): Approved. Staff noted approximately 0.59 acres of jurisdictional wetlands on the 1.41-acre parcel; the applicant holds a U.S. Army Corps of Engineers authorization to fill up to 0.25 acres for access; staff recommended approval of the site plan, PUD and associated variances from minimum lot size, usable open space, detention buffer and maintenance-easement width with conditions.
- CSP25-04 / PUD25-04 / SV25-14 (Southern Storage Solutions Phase 2, Fairhope area): Approved. The commission approved site-plan, PUD and related variances including reduced maintenance-easement widths and stormwater buffer provisions, subject to staff conditions. The applicant provided stormwater narratives and fire-flow results; staff found the project consistent with the zoning ordinance.
Procedural notes
- Consent agenda items (PER25-25 Mill Creek Subdivision Phase 2–3 extension; PER25-28 The Highlands at Fish River Subdivision Phase 12–14 extension; PER25-29 Tealwood Subdivision Phase 1–2 extension) were approved on the consent agenda.
- In multiple cases staff and applicants explained that wetlands and drainage constraints were the principal reasons for several variance requests (notably usable open-space exemptions and detention-basin encroachments).
What happens next
Approved projects will return to staff for permit-issuance steps, recording of final plats where required, and building-permit review. Several approvals require the applicant to record final site plans and procure construction and commercial-plan approvals before construction can begin.
