Wright County trustees approve updated MOU with Franklin County after wording change

Wright County drainage trustees and representatives from Franklin County approved an updated memorandum of understanding (MOU) that makes minor wording and formatting changes and changes how assessment information is provided.
The trustees voted to approve the MOU with one amendment to the communications paragraph that will change the wording about assessment reporting from percentages to amounts. The motion to approve was made by a Wright County supervisor and seconded by a Franklin County representative; both counties recorded unanimous "ayes." Courtney, Wright County's drainage clerk, said staff will make the change and the document will be re-signed after editing.
The updated draft presented to the boards included punctuation and capitalization fixes, the replacement of the ampersand with the word "and," renaming of the drainage district abbreviation from "DD" to "JDD," and a few rewordings in the "purpose" and "facts" sections. Courtney told trustees the last sentence in the communications section still read "to also provide percentages for assessments to be relavied" and recommended changing "percentages" to "amounts." Courtney said, "The last sentence still states to also provide percentages for assessments to be relubbedied, and I think that we should change that to match the two additional sections to say to also provide amounts for assessments to be relubbed." Franklin County attendees on the conference call confirmed they had no objection to the amendment. A Franklin County representative said the drainage assessments under discussion fall largely on Wright County property and that Franklin County did not expect an ongoing financial obligation for the specific project referenced in the packet. The trustees directed staff to update the communications paragraph and re-sign the MOU when the edit is complete.
Votes at the meeting showed "all ayes" in both Wright County and Franklin County; Courtney will execute the final document once the agreed wording is inserted.
The MOU governs joint procedures for shared drainage work and communication between the two counties; the updated language is intended to clarify how assessment information is conveyed to landowners and to harmonize formatting across the document.
The trustees did not change substantive decision-making authority in the MOU at this meeting and recorded no additional conditions beyond the single wording amendment.
