The selection committee interviewed both firms; staff noted they corrected a minor error in the scoring calculation before finalizing scores and that the corrected scoring did not change the recommendation. Haskin recommended Core Construction based on the proposals and interview results.
Core Construction vice president Travis (last name redacted on transcript) addressed the board, thanked the county for the opportunity and noted Core’s local presence; he said Core’s superintendent is a Lyon County resident and that Core did not include travel or per diem charges because its team is local.
Commissioners asked questions about the price elements in proposals and about the CMAR guaranteed maximum price process. County counsel and staff explained that a guaranteed maximum price (GMP) will be established later in the process and that, once the GMP is set, change orders would only be necessary for owner‑requested changes or for scope changes outside the guaranteed price. The preconstruction contract will lead to the GMP phase if both parties proceed.
Motion and vote: Commissioner Hockaday moved to approve Core Construction as the CMAR and the associated preconstruction contract; Commissioner Jacobson seconded. The motion passed 5‑0.
Next steps: Staff will proceed with the preconstruction scope and the CMAR will conduct preconstruction services, including subcontractor outreach and pricing, plan review and recommendations that will inform the GMP negotiation.
