Wylie panel conditionally approves temporary batch plant for McMahon project

The Wylie Planning and Zoning Commission on June 17 conditionally approved a site plan for a temporary concrete batch plant on Lot 4, Block A of the Wylie Civic Center addition, a property described in the meeting as 2319 West FM 540.

Staff said the batch plant will serve McMahon Contracting, the contractor on the McMillan road widening project, and recommended conditional approval with an expiration. "They have until September first of next year, or when their work is completed," the staff presentation said, and the city holds a $25,000 bond to ensure site cleanup if the applicant does not restore the property.

The conditional approval requires the applicant to remove the facility and return the site to its prior condition when work ends. The commission chair recused himself from the discussion and vote because McMahon is a client of his business; the transcript records the recusal and commissioners proceeded to act. No public comments were recorded on the item.

Commissioners moved and seconded a motion to conditionally approve the site plan "as presented," and the motion carried at the meeting. Staff said it would answer follow-up questions and monitor compliance with the bond and cleanup conditions.

The approval covers only the temporary batch plant site plan; staff noted the permit will expire either on Sept. 1, 2026, or when McMahon finishes the project. The $25,000 bond may be used by the city to perform cleanup if the applicant fails to meet conditions.

The commission proceeded to other business after the vote.
