Ashland County's Finance & Economic Development Committee reviewed a draft policy and application form that the county will use when providing funds to outside organizations.
What the draft contains and what members asked for: staff presented a concise policy and an application form intended to simplify requests for community organizations and to make the county's review more consistent. Committee members supported a short, standardized form but asked staff to add a brief financial summary requirement (one-page balance sheet and income statement or equivalent), a list of other funding sources, and a field indicating whether the organization is delivering a service the county is required to provide (a mandated function) or a discretionary program.
Transparency and practicality: Pat Kinney and other members emphasized that the county must be able to explain to constituents how tax dollars are used and requested a one-page financial summary that is easy for small nonprofits to produce. Members acknowledged legal limits (private organizations are not public bodies and may decline to share proprietary details) but said the county has the prerogative to require basic financial information as a condition for county funding.
Comp plan linkage and next steps: several members suggested adding an item linking requests to the county comprehensive plan (which has multiple elements) so the committee can readily see which planning goals a proposed expenditure supports. The committee directed staff to add the requested fields and to distribute the application to current grantees and place it where applicants can access it.
