Senate Bill 108, presented by Senator Robin Titus with testimony from Edwin James, general manager of the Carson Water Subconservancy District, would amend the rules governing Nevada's channel clearance account to raise the discretionary funding cap from $250,000 to $500,000 and clarify that "committed" funds should not be counted toward the account balance when determining whether the state engineer may request additional contingency funding.
