Planning board grants waiver for Oxbow Farms window replacement project

Summary
Bay Management Corp., representing Oxbow Farms Realty Associates, won a waiver to continue a multi-year window replacement project so new windows match existing noncompliant units; the public hearing produced no public comment and the waiver passed unanimously.
The Middletown Planning Board granted a requested waiver May (date not specified) to allow replacement windows at Oxbow Farms to differ from current design standards so the new windows match the majority of windows already installed on the property.
Carrie Corvino, director of property management for Bay Management Corp., told the board the multi-building window-replacement project began in February 2018 and that previous permits had been issued before the town’s current grid/divided-light design requirement was adopted. Corvino said the project aims to make the rest of the property consistent with the three-quarters of buildings already replaced and described a phased schedule for additional buildings and thousands of windows.
Staff reminded the board that the request was only for a waiver from the design standard and did not trigger a full development plan review. Board members asked for public comment, none was offered, and the board opened and closed the public hearing. The board then moved, seconded and voted to grant the waiver. One board member confirmed that the approved waiver would allow completion of the phased window-replacement work across the property.
The motion passed on a voice vote; no roll-call tally was read into the record.
