Mendon council approves annexation, hydrant-access rule; other routine measures pass

Council members voted to adopt Ordinance 2025-06, the South Hartman annexation, after a public hearing and certification by the city recorder that all notice and protest rules under Utah Code 10-2-407 were satisfied. The ordinance annexes 3.05 acres and places that land in the city’s A-10 agricultural zone; the parcel is described in the ordinance and must be filed with the Cache County Recorder within 30 days.
The council also adopted Resolution 2025-07, amending Municipal Code section 7.06.0.03 to add a clear-access requirement: “Fire hydrants and water meters, whether in a public right of way or on private property, shall not have access blocked by landscaping for a radius of 4 feet. Access shall be totally open and unrestricted.” Council members noted the state standard is 3 feet and said the city can amend if public works or the fire chief request a change.
Other routine motions approved during the meeting included adoption of minutes and bills for the April/May cycle and a council motion authorizing a volunteer-led youth volleyball activity on city property under the city’s oversight. The council recorded one abstention on the annexation ordinance vote; other votes on the listed items passed by voice vote.
