Hardee County authorizes FDOT traffic signal maintenance agreement amendment

The Hardee County Board of County Commissioners on May 15 approved Amendment 10 to the Traffic Signal Maintenance and Compensation Agreement (TSMCA) with the Florida Department of Transportation and authorized the county manager or chair to sign Exhibit A amendments that identify the traffic-control devices and compensation amounts for fiscal year 2025-26.
Assistant County Manager Christopher Symphron told the board the maintaining agency (Hardee County) is responsible for upkeep and continuous operation of traffic signals and certain traffic-control devices on state highways in the county, and FDOT provides compensation based on the Consumer Price Index for devices listed in Exhibit A. Symphron said FDOT will also reimburse the county for costs related to traffic impacts and accident damage if the county provides separate invoices and justification.
The amendment keeps the master agreement in force provided the county continues to update Exhibit A each year. Symphron said FDOT is required under the agreement to perform structural inspections of mast arms every five years. He also told the board the county is working to certify staff for IMSA traffic-signal credentials so it can handle more maintenance in-house while continuing to use contractors and City of Wauchula traffic operations support for emergency work.
Commissioner Miller moved to approve Amendment 10 and to authorize the county manager or chair to sign necessary documents, Commissioner Flores seconded, and the motion passed unanimously.
The vote authorizes the county manager to approve annual Exhibit A amendments listing compensated devices and ensures process continuity for FY25-26 compensation and maintenance responsibilities; specific compensation amounts for devices were described as part of the Exhibit A amendment process and tied to the CPI for the year.
