Plainview hires Park Hill Engineering for $86,000 recycling center study

The Plainview City Council on May 13 authorized professional services with Park Hill Engineering for $86,000 to develop a master plan and improvements for the city's recycling center and adjacent work-cycling facility.
Staff said the study will identify future equipment needs, address building ergonomics for volunteers and staff, and guide longer-term investments to avoid piecemeal upgrades. The recycling/work-cycling center is open Monday–Friday, 8 a.m.–5 p.m. and every second Saturday at midday; staff recommended the contract.
Councilmember Rascon moved to authorize the agreement; Councilmember Martinez seconded. The mayor announced the vote was unanimous and the agreement was approved.
Council discussion highlighted that Plainview’s recycling program diverts a higher percentage of waste than some nearby cities, crediting citizen participation and distribution of blue recycling boxes. Staff said the master plan will help make the center more efficient and a better working environment for volunteers and employees.
