EDCOUCH-ELSA ISD trustees approve program staffing changes, accept multiple nonrenewals and terminations

EDCOUCH-ELSA ISD Board of Trustees voted May 13, 2025, in Edcouch to adopt a program change affecting several employment areas and to accept the superintendent's recommendations for multiple terminations and proposed nonrenewals following closed-session personnel deliberations under the Texas Open Meetings Act.
The board approved a program change that the board president and legal counsel said would apply to the athletic director districtwide, special education teachers districtwide, junior high teachers at DeWanda Junior High, high school teachers at EEISD High School and employees holding Chapter 21 administrator contracts districtwide. A motion to adopt the program change was made by Mr. Torres and seconded; the board voted in favor and the motion carried.
After returning from closed session under Chapter 551 of the Texas Government Code (personnel exception), trustees voted to accept the superintendent's recommendations to terminate teachers on Chapter 21 probationary contracts. That motion was made by Mr. Torres and seconded by Mr. Rosano; the board voted aye and the motion carried.
The board also approved proposed nonrenewals for secondary principals and assistant principals named in closed session, following counsel's advice to accept the superintendent's recommendations. The motion regarding those Chapter 21 term contracts was made by Miss Tanguma and seconded by Dr. Ochoa; the motion carried.
Trustees approved proposed nonrenewals and terminations for central office administrators and for a district athletic director on Chapter 21 contracts. Motions were made and seconded as announced on the record; each vote was taken after closed-session consideration and each motion carried.
Board members and counsel conducted the personnel deliberations in executive session under the Texas Government Code; the open meeting record notes the board met in executive session pursuant to section 551.074 for personnel matters and consulted with counsel on related legal matters. There was no public comment on the agenda items at the start of the meeting.
The board later returned to open session and voted to renew some individuals recommended by the superintendent and not to renew others as discussed in closed session. Motions to implement those recommendations were moved and seconded and passed on the record.
The actions change staffing allocations and effect employment status for named categories of employees; the board did not read individual names into the open record during the items transcribed, and vote tallies were recorded on the record as "aye" with the chair announcing the motion carried.
