The City of Ocala Municipal Code Enforcement Board heard a series of compliance cases at its meeting and approved staff recommendations or extensions in multiple matters, including a compliance deadline tied to building permits, a reduced penalty and placement of a lien for demolition costs.
In one contested matter, the board accepted a staff recommendation with an amendment that requires property owner Ryan Thomas Mulhaney to obtain required permits for unpermitted work at 2629 North Magnolia Avenue and to pay prosecution costs of $479.29 by June 6, 2025. Code enforcement testified the tenant previously operating at the site—identified as Ditto Boost Performance on earlier notices—vacated the property; staff said the tenant performed unpermitted changes including installing a new door and non‑ADA ramp, electrical work and partial demolition of a rear roof. Inspector Greg McClellan testified the contractors replaced roof decking and the final inspection has not been approved. The board granted an extended deadline for issuance of permits to Aug. 7, 2025, and ordered the property not be leased or occupied until compliance is confirmed. The motion to accept staff recommendations with the amended fee schedule carried by voice vote.
In another matter involving a demolished structure, the board recorded a reduced fee and authorized staff to place a lien for costs tied to a city demolition at 2036 Northwest Third Street. Staff reported hard costs of $9,907.95 and proposed reducing daily penalties to 1% of the accumulated fine, producing a combined total of $12,040.95. The board voted to accept the reduced total; staff noted the charge will be filed as a lien against the property.
The board granted a compliance extension to July 3, 2025, in a case where a property owner, Tammy Young, is obtaining a permit for a storage shed; building staff clarified a permitted shed may be used for storage only and not as occupied space or to run a homeschool or business from the structure.
The board also heard a long‑running case involving 2006 Northwest First Street where city staff said windows had been enlarged without permits and yard cleanup remained incomplete. Staff recommended permits and the removal of a tire and other yard debris by June 5, 2025; the board approved the recommendation. Board member Shirley Wright recused herself from that vote.
Several other compliance matters — primarily weed, trash or property‑maintenance violations and previously ordered corrections — were handled on the consent agenda and the board accepted staff recommendations in those cases.
Board staff repeatedly advised respondents to remain in contact with the assigned code enforcement officer to demonstrate progress; staff said in multiple matters that timely application for permits and evidence of active correction would support requests for reduction of fines accrued while noncompliant.
The board set its next meeting for June 12, 2025.
