Evansville MS4 program wins recognition for cloud-based mobile inspection platform

The City of Evansville’s MS4 (Municipal Separate Storm Sewer System) program was recognized at this week’s Indiana MS4 Partnership meeting for developing a cloud-based platform that allows field inspections using mobile devices.
MS4 staff member Miss Barnhill told the Board of Public Works that the platform replaces a paper-based workflow for multiple inspection types, including construction sites, post-construction inspections, illicit discharges, restaurants and gas stations. “We could put our inspection format in that software and it could become a web based map that could be used on our phones,” Barnhill said, describing work with GIS staff and an in-house retention specialist to create web-based maps and inspection forms.
Barnhill said the system eliminated multiple manual steps — notes on paper, later entering forms on a computer and separately adding photos to GIS — producing immediate uploads to the city database and enabling reports and photo attachment in the field. The platform was entered for recognition at the MS4 partnership board and received an award for internal development.
Board members asked whether the system is used statewide and whether it could be made available to contractors; Barnhill said many agencies use GIS and some are developing similar tools, but Evansville had expanded the system to cover more inspection types. She said the platform is “basically internal” but that the city can provide information to contractors on request.
The board approved the item by voice vote.
