Board approves consent calendar and routine contracts including Microsoft support, road stabilization and guardrail replacement

Marion County commissioners approved the consent calendar and several routine contracts Wednesday, including a Microsoft unified-support purchase order, a price agreement for soil stabilization on gravel roads and a guardrail replacement contract.

Consent calendar highlights included an aerial-imagery services contract with EagleView (amount listed in the agenda), reappointments to the Marion County Planning Commission, an amendment to an economic development grant agreement with Strategic Economic Development Corporation, and lease and collection-services amendments for county departments. The board approved the consent calendar by voice vote.

Separately, the board approved the following contracts and agreements after staff presentations:

- Microsoft Unified Support: purchase order for $327,529.73 for three years of unified enterprise support services (effective 06/17/2025–06/16/2028). Gary Kristofferson, the county IT director, described account management, dedicated engineering hours and advisory services included in the contract.

- Soil stabilization price agreement: Public Works sought a price agreement with Blacktop Northwest LLC not to exceed $400,000 for supply and application of soil-stabilization products for gravel roads (through 12/31/2027). Staff said the product will be used on approximately nine miles of higher-maintenance gravel sections; the department typically budgets $125,000 annually for soil stabilization.

- Guardrail replacement contract: Construction contract with Mid Valley Excavation LLC for $111,770 to replace substandard guardrail on portions of Viewcrest Road South and Skyline Road South. Staff said construction is expected to take about a week and the contract runs through 06/30/2026 to allow for punch-list work and potential minor changes.

All motions were moved, seconded and approved by voice vote; the chair announced each motion passed.
