Moratorium ends June 8; staff expects developer filing and requests outside civil-engineering review support

Planning and zoning members were briefed that a local moratorium on new filings will end June 8 and that a developer (Richard Hatfield was named) indicated he is preparing a complete application for a subdivision in the High Meadows area. Staff reiterated its policy that the formal review "clock" begins only when a complete file is submitted; a complete submission must include sewer, secondary water, pond sizing (if applicable) and engineered plans.

Staff raised a procedural issue: the commission now has a 30-business-day turnaround requirement for subdivisions and staff would like access to an external, independent civil engineer to provide an extra review layer for engineering plans. Staff suggested contacting local retired or non-Sunrise-affiliated professionals to serve as occasional consultants; names discussed included Marlon Smith (formerly of Sunrise, now at BYU) and Jonathan Jones (licensed civil engineer specializing in water). Staff said they would consider posting a request for consultants on the state website and ask the commission for recommendations.

Staff also described the High Meadows area filing challenges: sewer inverts, significant grading and right-of-way/easement needs will require clear engineering and property-owner permissions. The commission asked staff to ensure requested submissions are complete before starting the formal clock and to coordinate with affected landowners and the county where needed.

No formal action was taken at the meeting beyond direction to continue preparing for the June 8 moratorium end and to seek qualified outside engineering reviewers to meet review timelines.
