Pharr planners back conditional-use permit for self-storage at 500 W. Decker Rd.

The Pharr Planning and Zoning Commission recommended approval of a conditional‑use permit to allow a self‑storage facility at 500 West Decker Road.

Joanna Villarreal, Planner I for the City of Pharr, presented the application submitted by 33 Construction and Energy LLC on behalf of owner Norma D. Rodriguez Trejo. Villarreal said the 1.67‑acre property in the Kelly Farr subdivision is currently zoned General Business District C and that surrounding zoning includes agricultural/open space (AO), general business (C), and single‑family residential (R‑1). She told the commission that fire and development inspections were pending and that 70 letters were mailed to surrounding property owners on April 25, 2025; a legal notice was published April 23, 2025, and staff received no responses.

Villarreal said Development Services recommended approval of the conditional‑use permit subject to the applicant and site complying with all city ordinances and department requirements. An applicant representative was present but did not offer comments during the public hearing. No members of the public from the affected area signed up to speak. Commissioners moved, seconded and voted to approve the permit; the motion carried with no vote tallies recorded in the transcript. The commission’s recommendation will be forwarded to the City Commission for final action on the matter.
