Bannock County approves change order No. 4 with Headwaters for interior insulation work

Shanna Crystal, chief procurement officer for Bannock County, told the Board of Commissioners that a requested interior insulation item had been specified in the original bid documents but was not required, so contractors did not include it in their bids. The board voted to approve Change Order No. 4 with Headwaters to install the specified insulation and address interior wall and sound-installation needs.
The change followed Crystal's clarification that while the insulation had been “specked” in the bid, it was not mandatory and therefore contractors had not priced it. Crystal presented three options: accept Headwaters' bid as-is (with their insulation), have county crews install the insulation, or approve a change order to have the work completed and the sound insulation installed.
Commissioner Moser urged the board to proceed without delay, saying, “Let's get the project done.” Following a motion to sign Change Order No. 4, commissioners voted in favor; the board chair called for aye votes and the board answered in the affirmative.
Crystal also reported routine procurement updates immediately after the change-order discussion, including ongoing work on ambulance and detention-center contracts (not related to this change order).
The county did not publicly discuss the dollar amount for Change Order No. 4 during the recorded remarks and no ordinance or statute was cited in relation to this contract action.
