The Clark County School District Board of Trustees on May 7, 2025 reported progress implementing a balanced governance model the board adopted in January and summarized a May 2 training session led by governance consultant Dr. Ellsbury.
Board President Irene Bustamante Adams said the board unanimously adopted the balanced governance framework in January to improve oversight, accountability and student outcomes. The May 2 session, she said, brought the full board and superintendent together and focused on building shared commitments for governance practice.
Trustees described practical training elements: parliamentary procedure practice, clarifying the distinction between governance and administration, agenda development, social media protocols, school visits and official representation. Trustee Cavazos noted the training emphasized transparency and that trustees must know board policies to exercise effective oversight. Several trustees said the training included team-building exercises and concrete practice of procedures the board will apply with the superintendent’s staff.
President Bustamante Adams said the board will work with the superintendent’s staff to implement parliamentary-procedure practices after staff training and that the board anticipated a phased rollout through June. Trustees said the work is ongoing and described the training as a step toward more consistent, policy-based governance.
