The Portland City Council governance committee voted Monday to send its amended committee-rules resolution (document 2025-166) to the full council with a recommendation that it be adopted. The motion was moved by Councillor Ryan and seconded by a colleague; the clerk recorded five affirmative votes and the chair declared the measure adopted by the committee and forwarded to full council.
