Wright County trustees approve drainage work orders and set multi-year payment spreads

The Wright County Board of Supervisors, acting as trustees of the county drainage districts, on May 5 approved four invoices and multiple drainage work orders and set multi-year payment spreads for several districts.
Courtney Moore, Wright County drainage administrator, told trustees the minutes from the previous drainage trustees meeting (April 28, 2025) were read and approved. Trustees approved invoices presented by Moore: Moddam Construction invoices of $2,631.08 and $3,099.42 for work in DD 30/Section 29 (Pleasant) and DD 30 lateral 1/Section 30 (Grant), and two Wright County Secondary Roads charges for drone inspections—$226.12 for DD 19 and $343.20 for DD 107. Moore also presented a later invoice of $223.57 from Secondary Roads for drone work on D62; trustees approved that invoice.
Trustees reviewed and approved four work orders reported as follows: removal of a beaver dam in DD 29 Section 24 (Vernon); tile holding water in DD 58 Section 36 (Norway); tile holding water back in DD 155 Section 20 (Grant); and a surface pipe issue covered during ditch repair in DD 208 Section 20 (Boone). Moore also reported two additional citizen-reported problems for inspection: a separated tile in DD 58 Section 30 (Beaumont Township) and a blowout on a 12-inch tile in DD 215 Lateral 2 Section 5 (Pleasant).
On levy-eligible spreads, Moore said only four districts were eligible for spreading this year and presented landowner tract amounts and payment examples for 10-, 15- and 20-year spreads. Trustees voted to allow landowners in several districts to spread eligible assessments, typically over 10 years. Recorded motions and outcomes in the meeting record include a motion for a 10-year spread on DD 80 and a motion for a 10-year spread on DD 187 Lateral G; both motions carried with all ayes. For DD 36 Lateral C— a larger project west of town with outstanding work by Hennigars and invoices still expected—trustees discussed whether to allow a 10- or 15-year spread. The board initially approved a 10-year spread for that district; trustees noted additional costs not yet invoiced could be assessed next year and landowners retain the option to pay off spreads early.
Moore explained the waiver/spread mechanics: if landowners sign up to spread their assessment they are placed on a tax warrant with 6% interest through the treasurer’s office and an additional 6% (as discussed at the meeting) associated with the waiver option; interest accrues daily but is expressed as an annual rate. Moore said few landowners currently sign waivers compared with past years, and she will provide the final assessed dollar totals to trustees by email before the next meeting.
Motion by Betty Ellis and second by Ashley Bosch adjourned the drainage trustees portion of the meeting.
The drainage items included invoice approvals, recorded work-order findings, and the board’s decision to permit multi-year spreads so landowners can choose payment terms for specified eligible assessments. Moore said remaining, not-yet-invoiced work for some districts will be assessed later and could affect future eligibility for spreads.
