County staff seek Board approval to contract vendor for Google Docs to Microsoft migration

Macomb County staff briefed the joint Internal Services and Health & Human Services committees on the next phase of the county’s migration from Google Workspace to Microsoft, and committees voted to move the contract and associated budget amendment to the full Board.
Jacob, a county staff member presenting the item, said the county completed the email migration in 2024 and must now migrate Google Docs, a more complex effort because the documents have been in place “for many many years.” He told commissioners the county issued an RFQ and selected a vendor with government experience. “The decision was made to contract a company called Consult Ad, a vendor that has relevant government experience in this space and has done quite a few government entities to help us with this migration,” Jacob said.
Staff estimated the user migration would be completed by mid‑December 2025 and said approval was requested to enter into an agreement with the selected vendor. Commissioner Kraft asked whether this was the last piece of the migration; Jacob replied, “No this is the last piece of the puzzle.” He said removing the Docs workload will allow the county to eliminate remaining Google accounts and realize further reductions in licensing counts.
The committees voted to move the budget amendment and contract to the full Board. The motion to forward the items was made by Commissioners Romano and Howard and recorded as passing 10–0 in the committee roll call.

If the full Board approves the contract and budget amendment, staff said the county will begin vendor work and schedule migrations with departments to meet the mid‑December 2025 target.
