The Kodiak Island Borough Assembly on May 1 adopted Resolution FY2025‑24 to declare four borough lots surplus to public need and to authorize staff to begin preparing the parcels for sale at a future land auction.
Amy Williams, borough staff, told the assembly the borough lands committee had recommended the parcels be declared surplus and initially suggested selling them by outcry auction under Kodiak Island Borough Code Title 18. Staff revised the draft to remove the outcry auction as a required method and clarified the method of sale will be set during the land disposal review process following planning and zoning review.
The lands committee recommended rezoning the four lots from Public Use Lands District to Two‑Family Residential (R‑2) or similar residential zoning; the recommendation and a preliminary plat (dated February 22) were attached to the assembly agenda packet. Staff said the method of sale and final zoning decisions would occur later in the procedural review steps.
The assembly voted to adopt the resolution after staff presentation. Roll call was unanimous: seven yes, zero no. The resolution directs staff to proceed with the land disposal review steps, including planning commission review and preparation of sale materials.
