Mountain Brook Farm access and easement talks continue as Flowserve declines initial request

City staff told the Planning Commission they continue to negotiate an access easement across property owned by Flowserve for the Mountain Brook Farm development. Flowserve previously declined an easement request; staff said Flowserve has agreed to meet with its leadership team to discuss the request and potential compensation or other tradeoffs.
Commission discussion focused on whether the commission should require a second public access point to be a full public entrance rather than an emergency-only access. Staff said fire-protection standards, sight-lines and slope constraints make specific minimum distances and locations site-specific; however, the commission indicated a preference for a public secondary access rather than a gated emergency-only entrance.
Staff said the easement outcome will influence Mountain Brook Farm’s design and that negotiations remain active. No formal action was taken; staff will report further as negotiations with Flowserve proceed and as design revisions are prepared.
