Town Planner John introduced a draft simplified site-plan process at the April meeting of the Town of Mount Airy Planning Commission, proposing an expedited review pathway based on Carroll County’s model for projects with previously disturbed impervious area and cumulative disturbance up to 5,000 square feet.
John said the model is used by Carroll County and gave examples of projects that could fit the threshold, including a McDonald’s remodeling and a Tractor Supply addition. He said the draft would be tailored for Mount Airy and could be submitted to Carroll County for an initial eligibility determination while the town considered whether to codify the procedure.
Commissioners raised several concerns to resolve before any ordinance: how the process would handle adequate public-facility certifications (water allocation, sewer, traffic), whether the simplified review would require certification letters from utilities or the town engineer, and where the preliminary review would occur in the review timeline. Commissioner Bynick asked to ensure that signage and design standards still come before the commission when appropriate; Commissioner Wallace emphasized water allocation and the town engineer’s review for projects increasing water use.
Council Member Stephen DeMoto, speaking as a resident and council member during the public comment portion, expressed support for a simplified, scalable review and suggested using trial applicants to test the procedure before formalizing it in code.
Planning staff and commissioners agreed there was general consensus to continue developing the draft and to present a matured ordinance or formal procedure to the Town Council for deliberation; if the council advances an ordinance, it would return to the commission for recommendation.
