Planning commission backs code changes to allow two ADUs, second kitchen and detached "row houses"

The Bend Planning Commission on April 28, 2025 recommended that the City Council approve a package of text amendments to the Bend Development Code (PL Text 2025-0128) that would let single-family lots add up to two accessory dwelling units (ADUs), allow a second kitchen inside a primary dwelling under conditions, and create a new detached housing type staff calls "row houses." The recommendation was unanimous after the commission approved an amendment removing a requirement that one ADU be attached to the primary dwelling.

City staff said the three changes are intended to increase housing options and support council housing goals. Pauline Hardy, senior planner with the Community and Economic Development Department, told the commission the package grew from a June 2023 public workshop and subsequent council discussions and vetting with local developers and designers.

"We really enjoy the opportunity to bring forth innovative housing solutions," Rachel Baker, the city's housing division manager, said during the staff presentation. She added these options are intended to allow homeowners and small property owners to produce housing "despite market fluctuations."
