The Churchill County Library launched a strategic‑plan survey to gather public feedback and discussed a proposed five‑year strategic plan covering 2025–2030. Trustees requested clearer implementation steps and an evaluation rubric before adopting final goals.
Library Director Kathy said the survey is available on the library website and via QR codes in the building and other county locations; she told the board the survey will remain open through May 11. "Our ultimate goal is to obviously listen to the community and build our service model around that," Kathy said, describing the process the strategic‑plan committee used to draft initial goals. She said 17 responses arrived on the first day and staff will continue to collect and analyze results.
Trustees emphasized the need for measurable steps. Trustee Sue Segura told staff, "I'd like to see steps, how you're gonna achieve things. Okay. And I wanna see a rubric for evaluation." Other trustees suggested paring goals to a shorter list of the highest priorities and requested that the strategic plan packet returned to the board include concrete indicators for measuring progress.
Kathy described the strategic planning group as a mix of board members, library staff and community representatives and said the committee will refine goals, steps and the rubric and bring a revised draft back to the board at its May meeting. At several points trustees clarified they were being asked to support the survey and timeline rather than to adopt a final, binding set of goals immediately; one board member said no formal action was strictly necessary that day and that the item can return after the committee refines steps and evaluation metrics.
Board members suggested outreach to drive response rates: the director and trustees agreed to publicize the survey in local media and through word of mouth. Trustees also discussed inviting bookmark contest winners to the May meeting as part of community engagement.
