Council approves several midyear appropriations, tables statewide 911 overtime request

During its Oct. 13 meeting the Johnson County Council approved several midyear appropriations affecting public safety, health and tourism, and temporarily tabled a request related to statewide 911 overtime while staff sort out outstanding questions.
Corrections and public safety: Andy Barnhart, chief deputy, asked the council for additional appropriations to cover inmate food and operating supplies in correctional facilities. Council members approved the request by motion and roll call.
Statewide 911 overtime: The council considered a statewide 911 overtime request but experienced significant audio and communication problems with the remote presenter. Council members said the request opened a "rabbit hole" of questions and asked staff to provide additional information. The council voted to table the matter until the next meeting and staff agreed to transfer funds from open positions as a short-term stopgap to keep the line from remaining in the red.
Community corrections: Staff reported a grant award that arrived with final numbers differing from the June estimate; three reductions and a reallocation to office supplies were approved to reflect the actual award.
WIC program: Tracy Smith, WIC coordinator, sought appropriation of the WIC grant and discussed a request to provide a one-time stipend equivalent to a 2% pay increase funded entirely from the WIC grant. Council members agreed to approve WIC appropriations "as presented," meaning the previously approved second-reading salary figures remain effective and the final grant numbers are reflected in the appropriation.
Innkeeper's tax / Johnson County CBT: Ken Posky, director of the Johnson County Convention, Visitor & Tourism (CBT) board, presented a quarterly distribution and the CBT's 2026 budget. The CBT budget holds roughly level with the prior year but moves to add health insurance for CBT staff for the first time; to accommodate that the CBT reduced grant/sponsorship/product-development funding. The council approved the CBT quarterly appropriation and then approved the CBT 2026 budget on roll call, 5-1 (Michelle Ann Graves recorded a nay), after discussion about shifting funds from grants to benefits.
Community context and next steps: For the statewide 911 overtime item, staff said they could effect short-term transfers from open positions to cover payroll until the item returns to the council. For other items, staff will implement the appropriations and record adjustments in the county accounting system.
