Comprehensive‑plan update advances; county to integrate school capital‑facilities plans

Clark County community‑planning staff told the Clark County Schools Advisory Council that the county is advancing its mandatory comprehensive‑plan update for a 20‑year horizon and will fold local school districts’ capital facility plans into the county process.
Jenna Kaye, a long‑range planner with Clark County, said the comprehensive‑plan project is in the review‑and‑refine phase. The county is updating the plan to cover 2025–2045, and council decisions have established planning assumptions that staff are using, she said: planning for roughly 700,000 people in Clark County by 2045 and about 270,000 jobs countywide over the same horizon.
Kaye said recent state legislative changes to the Growth Management Act require local jurisdictions to plan for housing by income band and to integrate climate‑change policies into comprehensive plans. She described coordination with school districts on capital‑facilities plans: it is Clark County staff’s understanding that four districts are updating their six‑year capital facility plans; other districts will essentially have their existing CFPs readopted. Kaye said staff expect districts’ CFP submittals in late spring or early summer so the county can include them in planning‑commission and county‑council review in the fall.
Oliver Ojako, community planning director, told the council the county must complete its update on or before Dec. 31, 2025, and said the draft school chapter previously shared with districts will be part of the updated plan presented to planning commission and council beginning in mid‑April. He said that, after the council selects a preferred land‑use alternative, county staff will work with school districts to estimate 20‑year facility needs and reflect those estimates in the county capital facilities plan.
Kaye urged districts to stay engaged because any changes that affect impact fees or capital planning will become effective once the council adopts the plan and associated capital facilities update, which staff expect to be considered in late 2025 and effective in early 2026 if adopted on the proposed timeline.
