Committee approves change order adding user-fee study to MGT Consulting contract, extends term through May 2026

DeKalb County's Finance, Audit and Budget Committee approved a change order to an existing contract with MGT of America Inc., doing business as MGT Consulting Group, to provide cost-allocation services and an added user-fee study.

The contract change (item 0225) would extend the contract term through May 31, 2026 and increase total funds to an amount not to exceed $117,000. County staff said the substitute adds a user-fee study that will assess fees across county services, with particular interest in development and permitting fees. The study is intended to inform revenue projections for the FY2026 budget and any fee changes would require subsequent board action.

A staff member identified as TJ described the substitute as a single change that adds the user-fee study to the change order and said the goal is to have findings in time to inform next year's budget. Committee members discussed timing and the possibility that study results would feed into the fall fee-setting process. Commissioner Robert Patrick said he supported the study as a way to ensure users pay a fair share of operational costs.

The committee voted to approve the substitute; the chair called for a voice vote, committee members said "aye," and the motion carried.
