Richland County planning staff told council on Sept. 16 that the county’s comprehensive-plan update has entered phase 3, the “direction” phase, and that staff and the consultant are seeking public feedback on draft framework and conservation-and-development maps.
Director Williams (Richland County Planning Department) said phase 1 collected public visioning and guiding principles and phase 2 tested three scenarios. Phase 3 presents a draft framework map (a quick snapshot identifying areas the county would like to protect, enhance or transform) and a draft conservation-and-development map that will serve as the draft future land-use map to guide rezone and development decisions.
