Panel approves adding mangrove map to CDMP as an advisory resource

MIAMI‑DADE COUNTY — The Planning Advisory Board voted Sept. 15 to transmit and adopt a staff‑filed amendment to the Comprehensive Development Master Plan that adds a mangrove wetlands map (to be labeled Figure 14.1) and explanatory text to the land‑use element.
Alex Dambach, planning development manager, described the proposal as the result of a Board of County Commissioners resolution. He said the map would "generally depict the mangrove wetlands" and that staff would add text explaining the map's purpose and interpretation. "The purpose of this map would be for planning and educational purposes, and it would not be intended to be used as a regulatory, educational resource," Dambach said, emphasizing the map's advisory role.
Board members asked staff to confirm the map is advisory and does not itself restrict property owners' rights; staff reiterated the map is at a scale meant to guide planning and is not a parcel‑level regulatory map. After brief discussion, Board Member Carlos Diaz Padrón moved to transmit and adopt the staff recommendation; Elisa Zapata seconded the motion. The clerk recorded roll call and the motion passed unanimously.
Why it matters: Adding the mangrove map to the CDMP gives planners, elected officials and the public an authoritative county‑level reference to guide future decisions, outreach and policy work on mangrove conservation while preserving the county's existing regulatory processes for site‑level decisions.
Next steps: The PAB's recommendation will be transmitted to reviewing agencies and forwarded to the Board of County Commissioners for final action. Staff will include explanatory text in the CDMP clarifying the map's advisory scope.
