County endorses construction‑manager‑at‑risk method for Washington County Expo master plan

Staff said bringing a CMAR contractor into design at an early stage will provide cost estimating, sequencing and constructability guidance across the program.
“For programs of work, the benefit is they can start to tell you, ‘If you do this in this order … you can get best value,’ ” the county’s project consultant said, explaining why CMAR fits the multi‑project scope. Staff recommended asking proposers for both qualifications and percentage fees and conducting interviews during selection.
Commissioners asked to review the draft request for proposals before advertising so the court can confirm the document’s scope and legal form. The court’s motion authorizes the office of the county clerk to advertise the RFP after the clerk, county attorney and court finalize the document.
