Hyde Park adopts Wolfpack Way access map to guide future development

Hyde Park — The Hyde Park City Council approved an access-management map for Wolfpack Way on April 9, adopting design guidance that shows preferred vehicle access points, shared-access expectations and a uniform street-lighting layout across the corridor.
Council and staff said the map is a planning and construction standard to reduce ad hoc driveway placements by developers and to encourage safe, consistent intersections and light spacing. Marcus (city staff) described the map as a tool city staff will use during development review to say quickly whether a proposed access point is consistent with the city—s master plan.
Staff and council discussed an offset intersection in the draft that does not meet the city—s master plan, and recommended lining up access points at 90-degree intersections where feasible. After discussion, the council approved a staff-proposed adjustment to align the Osborne access with the Wolfpack Heights northern access, and specified that the Osborne older access will be a shared access with the city in the future.
Council emphasized that the exhibit is a guideline rather than a binding ordinance: developers can still propose alternate access plans that meet master-plan objectives, but the map will give staff a consistent baseline. Marcus noted the master plan allows for access every 330 feet but said the map is intended to standardize spacing and reduce future conflicts with developers.
Council members raised the possibility of landowners being put in a position of negotiating cross-access agreements with neighbors; staff said they have asked the city attorney about whether the city has an obligation to intervene if a neighboring property refuses to sign a cross-access agreement. The attorney—s clarification was pending.
Dave moved to accept the Wolfpack Way access map as amended; Tiffany seconded. The motion passed unanimously, 5-0.
What happens next: Staff said the map will be used by the development-review committee (DRC) when reviewing future site plans and development applications along Wolfpack Way. Council members also discussed pursuing grant funding for engineering and right-of-way acquisition to build roundabouts and other corridor improvements.
