Commissioners adopt parks and conservation standard operating procedures

The Board of County Commissioners approved Parks and Conservation Division standard operating procedures on April 8, directing staff to incorporate non-substantive updates and to add clearer guidance on water-conservation practices.
Parks Director Beth Powell presented SOPs intended to align daily operations across parks, campgrounds, conservation lands and other recreation facilities and to serve as onboarding and enforcement guidance for staff. The SOPs mirror a department-wide template and cover operating standards, guest services and emergency preparedness.
During discussion Commissioner Susan Adams asked about Appendix 18, a Florida-Friendly Landscaping best-practices document from IFAS that had been included for contractor/landscape guidance; Powell said staff would add specific county water-conservation guidance to the SOPs and incorporate union feedback and minor non-substantive edits before final publication.
Action: board approved the SOPs as presented, subject to non-substantive edits recommended by the Teamsters bargaining unit and to staff adding explicit irrigation/water-conservation standards.
Next steps: staff will implement the SOPs as onboarding documents and return if substantive changes are needed.
