Supervisors approve multiple ordinances and resolutions; several measures pass on first reading

The San Francisco Board of Supervisors on Tuesday adopted a package of ordinances and resolutions covering leases, fees, construction contracting procedures and park and recreation agreements.

Votes at a glance

- Item 13, a resolution authorizing a lease and license for the ground-floor cafe at 1 Doctor Carlton B. Goodlett Place: adopted, 9 ayes, 1 no. Supervisor Marr asked for a one-week extension prior to the vote and said he would support the contract; Supervisor Chris Daly explained he would vote no as a protest related to an internal City Hall personnel/family matter. "I will be voting against this item... my vote will amount to a protest vote over that situation," Daly said.

- Item 14, an ordinance amending the Administrative Code to establish an alcohol cost-recovery fee: finally passed, recorded as 6 ayes, 3 noes after the recusal of one supervisor for the item.

- Item 15, an ordinance authorizing the Department of Public Works to implement an alternative bid process for construction trade packages for renovation and construction of the George R. Moscone Convention Center: passed on first reading (roll-call recorded as 10 ayes for first reading).

- Item 16, an ordinance amending the Administrative Code to change timeliness/standards for the Controller's review of the cigarette litter abatement fee: passed (roll-call recorded 10 ayes).

- Item 17, a resolution authorizing the Recreation and Park Department general manager to contract with Tournament Players Club of California to manage clubhouse and golf operations at Harding Park and Fleming golf courses: adopted (roll-call recorded in the meeting minutes as adopted on the same call).

- Item 18, an ordinance authorizing the Department of Public Health to enter into out-of-county behavioral health service contracts for the foster care system: passed on first reading.

- Item 20, an ordinance amending the Health Code to eliminate grocery and big-box store exemptions from the ban on tobacco sales in pharmacies: passed on first reading, 7 ayes, 3 noes. Supervisor Mar (the sponsor) framed the measure as a public-health protection and thanked co-sponsors and community health advocates.

- Item 21, a resolution authorizing the Recreation and Park Department to accept a gift of labor and materials (valued at $61,000) from Laborers Local 261 Community and Training Foundation to build two bocce courts at Justin Herman Plaza: adopted, 9 ayes, 1 no.

Why it matters

These items together adjust city fees, authorize construction procurement procedures and contracts for major city facilities, and implement targeted public-health and parks improvements. Several items passed on first reading and will return for final action as required by ordinance procedures; some were resolutions adopting contracts or accepting donations.

What happened at the meeting

Board members took a single roll-call vote on many consent and grouped items; individual members requested or explained separate votes on several items. Supervisor Marr sought a one-week extension before voting on Item 13; Supervisor Chris Daly publicly explained his dissent on that item as a protest related to a separate personnel/family situation. Item 14 included a formal recusal before the vote. Item 20 included an extended floor statement from its sponsor on public-health rationales.
