Faulkner County updates ARPA projects: emergency communications complete, several projects still open

County staff provided a status update on American Rescue Plan Act (ARPA)‑funded projects at the Faulkner County Quorum Court meeting, saying the emergency communications project is complete and that the county has received expected bills for that work.

The presenter reported that equipment purchases for volunteer fire departments are underway but that vendors have backorders; staff expressed confidence the purchases will be completed and funds spent this year. Officials said the animal shelter is open but they have not yet closed the project because they expect a few remaining construction and outfitting invoices.

Other projects reported: Mayflower wastewater continues to bill engineering work, and Lake Conway Community Wastewater Utility is still awaiting parts but expects completion by year end. Staff also noted some reappropriations and transfers in connection with warrants completed before last year’s budget and explained that remaining balances would move to appropriate projects, including jail and Conway Court Water Treatment, as part of routine reappropriation.

County finance staff answered questions about roughly $750,000 of remaining project balances and said leftover amounts from completed warrants are being reappropriated to other projects; they identified the process for redistributing funds once projects finalize invoices.

Staff closed with a reminder that pages in the ARPA report identify specific items (equipment, shelters, wastewater) and invited questions. No new ARPA appropriations were proposed in this briefing; later in the meeting the court considered an amended appropriation ordinance listed separately on the agenda.
