Attorney White told the committee there is “really no legal requirement for publishing of the map,” and that the posting delay was not, by itself, a statutory violation. White also said she will perform a secondary manual legal review of maps presented to the committee.
Several members, including Member Olszewski and Member Callan, thanked Member Arias for submitting the first map and said the committee should proceed through the process, noting technological glitches on the vendor site during initial uploads. Staff told members the site will display submitted maps under a “maps received” section; maps the committee accepts will move to “maps accepted.”
Staff said the technical report for Member Arias’s submission recorded a total population deviation of 8.63%, which falls within the committee’s 10% legal threshold. Staff also described that two of 13 municipalities and four of 39 census-designated places were split under that plan, details the committee will review in coming meetings.
Procedure and next steps: Member Arias will formally present his map at the committee’s District 1 meeting on April 23. Attorney White said she will provide a legal analysis when the map is presented. Co-Chair Perez reminded the public that only sponsored maps will be considered by the committee and explained how members can sponsor maps submitted by the public.
