At its Oct. 6 agenda-setting session the Madison County Board of Commissioners took votes on a series of zoning and land-use items. Most items were technical or uncontested and were approved on motions by individual commissioners. The board separately addressed two contested conditional-use applications (a proposed transfer station, denied; a quarry reopening, approved) in stand-alone actions.
Key votes recorded at the session (selected items):
- Vertical Bridges / 265-foot telecommunications tower (Item 1): Conditional-use request to allow a 265-foot tower at 8397 Highway 172 (parcel details as provided). Planning & Zoning recommended approval 4–0; the commission approved the application.
- Accessory dwelling / Stan Loring (Item 2): Rezone of 5 acres from A1 to AR to allow an accessory dwelling on property at 608 Stellar Panley Road (Map 37 Parcel 94-01A). Planning & Zoning recommended approval 4–0; the commission approved the rezoning.
- Bobby Patrick lot split (Item 4): Rezone of 16.79 acres from A1 to A2 to allow splitting into three tracts at 4922 Hudson River Church Road; Planning & Zoning recommended approval 4–0 and the commission approved the request.

- Kim Wood family split (Item 6): Rezoning and split to create a 4.0-acre home site from 17.52 acres at 1461 Fitz Davis Road; Planning & Zoning recommended approval 4–0 and the commission approved.
- Combined items 8–10 (multiple related rezones and splits in District 1): Planning & Zoning recommended approval 4–0 following conditions and clarifications; the commission approved the three related rezoning requests after adding clarifying conditions.
- Industrial condition revision / Interstate 85 Services LLC (Item 11): The board revised a 2022 industrial zoning condition at 11270 Highway 98 West (Commerce) to allow storage (but not manufacturing) of hazardous material; Planning & Zoning recommended 4–0 and the commission approved the language change to correct prior verbiage.
- Withdrawals: Two applications were noted as withdrawn from the PMD agenda before printing and were not considered (as recorded in the packet and by staff); specific application numbers were reflected in the packet as withdrawn.
Most of these items drew little or no public opposition at the hearing; Planning & Zoning staff presented the commission with maps, parcel IDs and the planning recommendation for each. Commissioners moved the uncontested items generally in single motions or grouped motions where appropriate.
