The Abilene City Council amended chapter 28 of the city's Code of Ordinances to add language addressing deferred adjudication in the denial and revocation provisions for solicitation permits.
Shauna Atkinson, city secretary, said the revised text incorporates language modeled on state law to clarify that if a person has completed deferred adjudication and the underlying charge was dismissed, the deferred adjudication cannot be the basis to deny a solicitation permit. The change followed council comments at first reading; city attorney input was incorporated to align the municipal code with state statutory language.
Council members said the clarification addressed their prior concerns. The ordinance passed on final reading.
The amendment updates the criteria staff uses to evaluate and issue solicitor permits but does not change substantive permitting procedures beyond the clarified treatment of deferred adjudication records.
