Planning commissioners review housing subcommittee progress and code-update tasks

Members of the commission received updates from the housing subcommittee and community development staff on related planning work, upcoming joint meetings with Corvallis, and the schedule for major land‑use applications.

Housing subcommittee: Commissioner Ed Fulford said the housing subcommittee is concluding phase one—socialization and exploration of housing needs—and that the group has spoken with a large set of local organizations during the outreach. Fulford said the subcommittee has shared findings with county commissioners to secure support and budget consideration for the next phase, which will move toward planning and execution.

Code subcommittee and statutory updates: Petra Sheets summarized a table in the packet (pages 25'27) listing mandatory statutory requirements the county intends to incorporate into the first phase of the development-code update. Project meetings and joint sessions: Sheets told commissioners the South Corvallis area planning process has a public workshop (a Thursday evening session at Lincoln School, 7'9 p.m., per staff announcement) and that the commission will hold a joint session with Corvallis on Dec. 3 to consider a zone change. The Dec. 3 session will function as a quasi-legislative hearing with a joint recommendation to the Board of Commissioners and the city commission; staff said they do not expect controversy on the specific application but are completing logistics for the first joint meeting since 2004.

Republic Services application timeline: Staff and commissioners discussed an application from Republic Services. Staff said the applicant had previously filed an incomplete application; the 150-day statutory review clock begins when an application is deemed complete. Staff said the 30-day completeness review was approaching and that, if deemed complete, the county expects to bring the matter into the commission's purview in February. Staff described a process for complex applications that includes multiple noticed public hearings (noticing consecutive meetings if needed), a comment period with the record kept open for written submissions, and time for the applicant to respond before deliberations.
