The Spring ISD Board of Trustees voted April 8 to adopt revised five‑year district goals that use a targeted normalized‑growth methodology, with a 10% growth target applied at student, student‑group and campus levels.
Trustee Jensen moved the motion and Trustee Correa seconded. During discussion trustees described normalized growth as an intentional, equity‑focused method that sets growth expectations relative to students' starting points. Trustee Durant said the approach will "bring equity in everything that we do" and that requiring 10% growth for all students will "move the needle on everybody." Dr. Terrell King, chief of human resources, explained that if each student achieves 10% growth then student groups and campuses will also show corresponding growth: "If every student grows 10%, then every student group then is expected to grow by 10%. Every campus is then is expected to grow."
After brief clarification about how the goals will be operationalized, the board voted; the chair announced the motion carried unanimously. Trustees said the precise target language and breakdowns will be written into board goals for later formal adoption and implementation details will be shared with campuses and staff.
