GSBS presents general plan update process; vision document to be released late March

Sean Hill of GSBS Consulting updated the Fairfield Planning and Zoning Commission on the status and timeline for the town’s general plan update.
Hill said the team completed the existing-conditions analysis (a 16-page document) addressing planning context, population growth, zoning inventory, housing, roads/traffic, water and sewer service, key sites and environmental issues (including the 2011 Utah Public Health arsenic assessment). He described public engagement already completed (including an open house on Dec. 2) and said the next deliverable is a vision document that will synthesize public input and big ideas (local food and agriculture, transportation, lot-size strategy, regional facilities, a tech overlay and community character). Hill told commissioners the draft vision document would be released the week of March 24, and that the planning commission would see a draft in April with town council consideration in May, noting state law requires a 14-day interval between commission recommendation and council consideration.
Hill encouraged the commission to consider a short special meeting after the commission reviews the draft in April if commissioners want additional time to comment before the town council hearing. Commissioners asked about timing relative to spring break and said they would consider a special meeting if needed.
Ending: GSBS will provide the vision document week of March 24; the planning commission expects to review drafts in April and the town council is tentatively scheduled to consider the plan in May. Hill and staff recommended timely review so Fairfield can establish a clear vision before growth pressures increase.
