Commissioners and staff said the civil drawings in the packet addressed some utilities but did not clearly show electrical distribution or the point of connection to Rocky Mountain Power. Kent (staff) and others told the commission they expected Comcast or its contractor to consult Rocky Mountain Power and add the necessary electrical details to the plans. The commission noted the plan does show a concrete generator pad and HVAC units on the building, which in the commissioners’ view made it unlikely the building would rely solely on a generator for continuous operation.
Commissioners raised other checklist items: the plan notes a fire hydrant nearby (shown on the engineering pages) and landscaping along the road, but questions remained about meter placement and whether the site would have overhead or underground service. Staff and the commission also discussed the practicalities of feeding power across Allens Ranch Road from an existing pole line; staff said the applicant would likely need Rocky Mountain Power’s input on capacity and routing.
Legal counsel advised caution about approving plans with unresolved basic infrastructure questions. Commissioners ultimately determined the application was incomplete with respect to power lines and meter locations and tabled the item until Comcast provides revised prints showing the electrical service, meter and any required utility work. The commission recorded the direction in the meeting minutes: the item is “tabled until Comcast can get their power lines and meters on their print.”
The tabling preserves staff and commission discretion to require that the site plan include points of service and meter locations before a formal approval or recommendation is issued.
