The clerk’s office staff explained the fee applies to the trash collector, not the county’s residential customers. Sean Hankins, the county’s billing supervisor, said the change follows the adoption of new measuring technology on front-load commercial trucks. “This is a new technology that’s on the front-load commercial trucks. They have AI technologies, multiple cameras. It allows them to more accurately measure the overages when they’ve overloaded the commercial dumpsters,” Hankins told the board.
After the public hearing was opened and closed, a commissioner moved to approve Resolution 3084 as listed on the agenda; another commissioner seconded the motion. The board voted unanimously with all three commissioners saying “aye.”
The approved resolution directs that Harden Sanitation (and similar contracted commercial haulers) may assess an additional charge of $8.31 per cubic yard of overage to commercial customers when the contractor’s measurement shows the dumpster has been overloaded. County staff framed the change as an administrative adjustment to align billing with observed commercial overages rather than a change to residential service or rates.
The board did not specify any additional implementation timeline in the public hearing; staff indicated the fee is intended to be applied by the contracted hauler under the terms of their service agreement with the county.
Officials said they would provide technical details to the board and public as needed; no public speakers objected during the hearing.
