Grimes County commissioners on April 2 approved an order adopting a 2025 County Mobility Plan that assigns classifications and right‑of‑way widths to county roads and establishes standards intended to preserve future corridors for growth.
County Engineer John Stiber told the court the plan updates a 2016 thoroughfare framework and converts it into a set of standards planners and developers can apply consistently. ‘‘We assign road classifications — local, collector or arterial — and associated right‑of‑way widths of 60, 80 and 120 feet respectively,’’ Stiber said. He described the plan as a long‑range document oriented on a 50‑ to 100‑year horizon to keep potential future corridors free of incompatible development.
Stiber said the plan was prepared in‑house, posted for public comment starting Jan. 27, and is amendable: the court can alter classifications in future years based on documented need. Commissioners asked about outreach and engineering feedback; Stiber said the county received comments from multiple engineering firms and remains open to further input.
The court voted to approve the plan by voice vote. County staff said they will begin applying the adopted standard on development reviews and can amend the plan annually if conditions change.
