The committee approved House Bill 957, which establishes residency requirements for apprentices working on state contracts and assigns enforcement responsibility to the Maryland Department of Labor. The bill was amended to limit its application to specified projects, to allow certain contributions in lieu of meeting residency hour requirements, to authorize excess hours to be applied to future contracts, and to alter the penalty and debarment thresholds.
