Beaumont council approves subdivision maintenance resolutions and 20 Third Street sewer change order

The Beaumont City Council approved three consent-agenda items related to subdivision infrastructure and sewer work, voting unanimously to adopt two maintenance-resolutions and to authorize a change order for a sanitary sewer trunk-line rehabilitation project.
Council approved resolutions accepting maintenance of street, storm-water and sanitary sewer improvements in Belle Chasse West Subdivision Section 2 and in Montclair Subdivision Phase 3 Section A. Both resolutions passed on voice votes with all members present signaling “aye.”
Council also authorized change order No. 1 to the contract with CTEX Construction Corporation of Beaumont for the 20 Third Street sanitary sewer trunk-line rehabilitation, after staff described an unanticipated field condition encountered during excavation. A Public Works staff member (Molly) told the council that when crews opened the excavation they could not preserve the structural integrity of the existing pipe and recommended removing an existing 6-inch-diameter precast concrete manhole and installing an 84-inch-diameter precast manhole with a doghouse connection so the project can progress and the main discharge line remain stable.
Councilman Joey Hilliard asked why the city has seen frequent change orders from the local contractor; the staff reply attributed the work to difficult underground conditions and said CTEX aggressively bids local, complex jobs. Jeff Harville, fleet manager, briefly answered an unrelated question about equipment replacement costs during consent discussion, noting a new D8 dozer is about $1.1 million.
All three items passed by voice vote. The council did not record individual roll-call tallies; the motion for each item carried with all present members indicating approval.
Ending: Staff said the manhole replacement will allow crews to complete the 20 Third Street rehabilitation more quickly; the city will proceed under the approved change order and continue work on the two subdivision maintenance items as accepted.
